We welcomed back Charles Miller to discuss in detail the recently released NASA Study, “Evolvable Lunar Architecture that Leverages Commercial Space Capabilities and Public Private Partnerships.” You can read and download the report, “Evolvable Lunar Architecture that Leverages Commercial Space Capabilities and Public Private Partnerships” at http://titan04.ksc.nasa.gov/shuttle/nexgen/Nexgen_Downloads/NexGen_ELA_Report_FINAL.pdf. During the first segment of our 1 hour 39 minute show, Charles introduced us to the study, the background as to why the need for the study, plus he said that to find an affordable way to move humans out into the cosmos there needed to be an affordable way to do it. He briefly summarized the history of efforts to return to the Moon since Apollo, then explained why this new approach, modeled after the COTS program, was so much better. Through the creative use of the public-private partnership program, returning to the Moon can be easier and more affordable. Charles was asked lots of listener questions including questions that addressed the TRL level of both NASA and the private companies to go to the moon, public and private risk taking, commercial competition, and the strategic use of fuel depots to further reduce mission costs. He explained their program step by step through three phases. Listener Dan asked a series of question about robots being serviced on the Moon, asking if the humans would be better placed elsewhere to control the lunar robots using low latency telepresence rather than humans on the Moon. Don’t miss how Charles responded to this series of questions that Dan emailed us. BJohn was also active with questions ranging from asking about the Lunar Mission One program to questions about the costs and assumptions used in the NASA study, even the use of GEO. Other listeners wanted to know about lunar settlement as part of this study, lunar habitats, and using L2 rather than the lunar surface. Listeners also asked Charles about lunar microgravity issues and radiation. Charles had the most to say about radiation issues. Later in the segment he said the plan called for a migration of the initial program to something like an international lunar authority modeled after CERN and modern airport authorities. Dan asked another question about getting astronauts off the moon in an emergency wondering if there would be greater safety margins if humans were not required on the lunar surface. Charles indicated that there would be a lunar escape system on the Moon. When questioned about the economics, it was clear that the study had in mind to facilitate human expansion BLEO so options not expanding the human presence BLEO were not options considered for the study. Todd asked if SLS was considered in their analysis. The answer was no as they only looked at commercial launch options, not government launchers. More questions came up about how the project would be financed relative to the NASA budget. Don’t miss this analysis and explanation.

In the second segment, BJohn asked about the Falcon Heavy regarding fuel depots. Charles said it was a LEO only launcher so not considered in their study. More listener questions came in regarding depots. BJohn also asked about the use of GEO. Charles explained why this was not an option. Eric and Charles had quite the email exchange about needing humans on the lunar surface. Charles said they were primarily there to repair and maintain the robots and equipment. Eric kept asking about using robots for the repair and maintenance but Charles said that technology was not available at this time. Their give and take was a good discussion of the subject. As Charles pointed out, since a commercial company would be on the moon with the robots, they would have every reason to advance their technology to be more cost effective so moving toward robotic servicing of the lunar surface robots would be something a company would be motivated to do to save on operating costs. However, that technology was not available today. Listener Josh wanted to know about other potential lunar businesses including lunar tourism. Charles was asked about lunar cubesats, then near the end he was asked about property rights and lunar resource exploitation. As the program was about to end, we talked about the political process and progress the study needed to make as it worked its way through the policy makers, Congress, and others. We welcomed back Charles Miller to the program to discuss the upcoming citizen lobby effort for space policy, March Storm (see www.marchstorm.com). During the first segment of our 90 minute program, Charles introduced us to March Storm, March 15-19, 2015, training, and the Citizen Space Agenda. For this segment, Charles focused on Cheap Access to Space (CATS) & Space Settlement. He talked about plans to achieve CATS which then opens the door to settlement. He told us about a prize program for a fully reusable space vehicle citing X-37 as a model. As for fully reusable, he said we had the technology and capability to do this today but there was no way to close a business case for it. We also talked about lobbying, who the March Storm teams talk with on the Hill, staffers or the elected member. He also talked about the training and how they focus their message depending on the interests and party affiliation of the member. He provided us with examples of this. He got several listener emails including one from Perry inquiring how they address congressional objections based on tight budgets, reducing spending and such. We talked about the price being open to international partners and the need for competition.

In the second segment, Matt from Austria asked about National Defense Authorization Act and the development of a US liquid fuel rocket engine plus who might bid on it. Charles provided a most interesting response to Matt. We then switched to commercial crew and cargo and the need for a smooth transition to commercial space stations. Their agenda includes a “no-gap” policy for such a transition. He also said we need a station backup plan in case Russia does pull out of the ISS around 2020 and suggested using a command module docked to the American side of the station to offer controls similar to what the Russians do today. We did talk about the ISS and commercial space. Charles said the ISS is currently an incubator for developing and exploiting markets. Questions came in about lobbying new members of congress and inexperienced staff. Charles reported that up 40% of the congressional staff are new each year or after each election so talking to “newbies” is not out of the ordinary. Near the end, Tony asked about the wide diversity of interests and preferred missions across the advocacy community. In his closing comments, Charles said CATS would make available truly low cost global broadband plus one could take the top 50 world leaders to space to experience Earth without borders, boundaries and fences to see us all as one.

We welcomed Charles Miller back to The Space Show for this 1 hour 31 minute program.  During the first segment, Charles talked about the future of commercial space, extending the life of the ISS, managing risk and uncertainty to maximize returns and benefits for commercial space, plus he used the company he co-founded, NanoRacks, as a commercial model utilizing the national lab ISS.  We talked about commercial crew, the success of the Space Act Agreement for contracting and pockets of congressional resistance to the commercial and Space Act programs.  In discussing commercial opportunities on the ISS, we also talked about CASIS and the role it is playing in bridging the gap and facilitating commercial companies using the ISS.  Charles then talked about his company, NexGen Space LLC and he referenced the DARPA XS-1 Reusable Spaceplane.  A listener asked our guest about a possible influx of commercial opportunities from outside the U.S.  In response to this question, Charles talked about competing cultures and why the U.S. is so strong with its culture of innovation.  Commercial crew, human spaceflight, and the need to spend 6 months training in Russia were discussed with the latter being an impediment.  Suborbital demand was a topic as were the commercial efforts by Boeing, Sierra Nevada, ATK and other mainstream aerospace companies.

In our second segment, we talked about Kickstarter and the use of crowd funding in the emerging commercial space industry.  Innovation and low cost space access were key topics and themes for this segment.  Listener Jack asked about space entrepreneurial management teams & what to look for in a quality team.  I asked Charles to tell us where he thought the industry would be in ten years.  Charles talked about small satellite constellations, far more affordability across the board, and a large growth space tourism industry.  He also mentioned that the turning point will come when we have cheaper access to space than today. Toward the end of our discussion, Charles was asked for his suggestion for the best path to pursue for those seeking commercial space careers. In response, he talked about getting real hardware and flight experience & mentioned high schools that provide this experience.
