John Batchelor and I welcomed Dr. Curt Niebur of NASA HQ to update us on the Cassini mission and to talk about some of the amazing discoveries made so far by the spacecraft. Some of the specifics we talked about included the overall scientific knowledge gained from Cassini, the Saturn moons, the rings, and more. We talked about the Moon Titan, plus shielding the spacecraft when it flies within the rings by using the high gain antenna as a sort of an umbrella to protect the more delicate spacecraft from particle impact. Our guest was asked about the mysterious red arcs recently seen in a close flyby photo of Tethys, then we talked about the final Cassini mission, the Cassini Farewell Tour.

John Batchelor and I welcomed Dr. Robert Pappalardo, the NASA JPL Mission Director for the upcoming Europa Mission. John started out by asking our guest why the need to go to Europa. Dr. Pappalardo explained the significance of going to Europa, the science that will be done as a result of this mission, the search for life which may exist in the subsurface oceans and more. I asked our guest about the mission’s instruments which Dr. Pappalardo then briefly discussed. He also spoke about the need to learn more about the oxygen cycle regarding the possibility of organic molecules. We talked about the Europa mission orbiting around Europa 45 times or so, coming very close to the surface, as it orbits Jupiter since the mission does not have a lander. Bob also spoke to high degree of sensitivity of the sensors and what they can do when they fly very low over the Europa surface. As for travel time to Europa, it depends on the launch vehicle used. Using the new SLS which is under design would take about 3.5 years. Something like an Atlas 5 might take up to 9 years.

John Batchelor and I welcomed back Doug Messier of Parabolicarc.com to discuss the NTSB Virgin Galactic accident investigation report. Doug summarized the report for us, addressed key findings mostly directed at Scaled Composites regarding the failure to anticipate pilot and human failure. He also explained the feather mechanism, how its early deployment caused SpaceShip2 to breakup and what the remedy is going to be for SpaceShip2 going forward. John asked Doug about ongoing safety issues with Virgin Galactic, we talked about planned timelines for the renewal of test flights leading to commercial flights, and that many still have doubts regarding the Virgin Galactic operation. Doug was also asked about reports that there was pressure from Branson on AST for experimental permits and cutting oversight corners which many claim allowed an unsafe spaceship to fly.

John Batchelor and I welcomed back Dr. Marc Rayman to the show to discuss the latest news coming back from the Dawn Mission regarding dwarf planet Ceres. We talked about the Ceres topography including the bright spots, the haze in crater Occator, the three mile high pyramid peak which may be remnants of a volcano, plus the dust layer over Ceres, ice, and oceans under the ice. Dr. Ryman talked about some of the processes that might have created these characteristics and conditions on Ceres but as you will hear, much is still unexplained. Dawn will make a close pass of Ceres at 900 miles from the surface in early August. Its closest pass will be in December 2015 at about 232 miles above the surface. John Batchelor and I welcomed back Dr. Alan Stern, PI for the New Horizons Pluto flyby mission. We talked about New Horizons, the fact that all 7 instruments worked perfectly during the flyby, that another mountain range has been found on Pluto, and that about 98% of the images were still on the spacecraft including all the high resolution images. We talked about Pluto’s moons, especially Charon, the detected heat source, and the Pluto atmosphere. Pluto’s nitrogen was also a discussion topic.

John Batchelor and I welcomed back space attorney Michael Listner to the program to discuss the significance of the U.S. National Space Policy. We talked about some of the choices the next administration might have in formulating a new national space policy including the continuation of subsidies to the commercial space industry, to finally take up space debris removal policy for U.S. debris, and even to start formulating policy on space property rights. Michael also discussed the trend toward transparency and confidence building measures which are a product of the Executive Branch as compared to treaties which need approval from the Senate. I asked Michael if he thought we might start seeing policy emerge as to the usage of cubesats plus I asked how human spaceflight might be impacted by a new national space policy.

John Batchelor and I welcomed back Anatoly Zak www.russianspaceweb.com) to update us on the recent Russian rocket problems with Progress, Proton even the Soyuz. We talked quality control issues, the Russian mishap investigations and the findings, and much more.   Anatoly drew made some comparisons with problems the U.S. has had with its launch vehicles in past years but said there was a definite problem with Russian manufacturing and management and it would take a long time to correct the systems. John Batchelor and I welcomed back Dr. Alan Stern to discuss New Horizons which is now closing in on its flyby of Pluto after a nine year plus mission from Earth. We talked about the condition of New Horizons, the actual flyby, the collection of data and the transmission of the data back to Earth. We also discussed the Hubble Space Telescope findings about the strange tumbling of several of Pluto’s five moons with data from New Horizons starting to confirm the Hubble images. Alan talked about the formation of moons in the Pluto system and said it was similar to the Earth-Moon formation. He said Pluto was the only other place in the solar system like our Earth-Moon system and it lies on the far outer edge of our solar system billions of miles from Earth. New Horizons is an exciting mission with lots to look forward to as the flyby happens and we get the data back from the satellite.

John Batchelor and I welcomed back Marcia Smith of spacepolicyonline.com to discuss the NASA 2016 budget per the recent decisions made by the House Appropriations Committee. We discussed SLS, Planetary Science, Orion, Commercial Crew, cuts to Earth Sciences plus the criticism against these allocations by both The White House and NASA Administrator Charles Bolden. We also talked about Mr. Bolden’s comments saying that if commercial crew were not fully funded, it would seriously delay the program. While the committee allocated a larger amount to the commercial crew program than before, it did fall short of what both The White House and NASA said the program needed. We also talked spending caps and sequestration. Marcia explained how that would work as overall the total spending for the agencies involved have to stay within the caps but the allocations within the agencies can differ which is why there are winners and losers. John questioned Marcia on SLS as he was not that supportive of it. Note what Marcia had to say about SLS but whatever one thinks about it, the program clearly has the support of many in Congress.
