We welcomed Doug Messier back to the program.  During the first segment of our nearly two hour show, Doug started off by telling about his current multi-part series running this past week on www.paraboloicarc.com regarding Virgin Galactic and SpaceShipTwo.  Given the accident happened slightly more than a year ago, Doug put together a comprehensive series of articles on the accident, the pilots, the NTSB report, Virgin Galactic, Scaled and more.  This is a multi-part series you will want to read.  The majority of the first segment’s discussion was based on the articles with questions from listeners and myself about various aspects of the company, the accident, the people involved, the mission control room, and the NTSB report plus supporting documents which Doug studied for his articles.  Listener Alec sent in an email before the show wanting to know if SS2 has been more closely modeled after SS! if the company would have been flying by now.  Doug had much to say in response to this question dealing with the expansion to SS2 which was 3 times larger than SS1 and more.  When asked about return to flight, Doug suggested the possibility of Feb. 2016 but that was not definite.  This was in response to Josh asking for a Virgin time line.  Doug also got questions about Virgin and Spaceport America, then he was asked if noticed differences in Virgin’s presentation both pre and post the accident.  The subject of safety and test flight programs came up for Virgin, XCOR and all the companies.  We talked about safety and test flight programs in general with Doug, myself and some listeners,  agreeing that the test programs were not extensive enough or sufficiently comprehensive.  Don’t miss this discussion which included comments about the flight test envelope challenges, the X-15 as a possible model, and comments made by Neil Armstrong at the recent Suborbital Conference held a few years ago in Palo Alto, CA.

In the second segment, I started out by asking Doug about the new Commercial Space Law agreed upon by the House and Senate, specifically the part about asteroid mining and quasi-property rights.  I pointed out the feedback I was getting about this section being in opposition to the Outer Space Treat and many were not happy with it, nor did we know if it would have any legal standing outside the U.S.  Tim called in to support the asteroid mining provisions in the law.  John from Ft. Worth called in to talk about the DARPA XS-1 program and Masten Space Sciences. Burton in Canada asked about SLS, then Dr. Lurio called in to talk safety and many other topics.  Before the show ended, Tim called back to ask about the XCOR piston pump progress.

We welcomed Dr. Doug Plata back to the show to discuss his Return to the Moon (RTM) segment within the Space Access Society (SAS) meeting last week in Phoenix, plus space policy and other topical issues.  Due to a server glitch and phone line issues in connecting with Doug, this 100 minute show does not have a break as we took our breaks to reconnect to the server and Doug.  As we started out our discussion, Doug gave a shout out to Space Access and to the founder of it, Henry Vanderbilt.  Doug then turned his attention to his Return to the Moon conference within the Space Access Society conference. Doug also provided us with his specific definition for Lunar Cots.   He mentioned the key speakers including Jeff Greason, Jim Muncy, Erik Seedhouse, and Dave Masten.  He summarized each of their presentations, plus he mentioned the SAS lead in speaker to his segment, Dennis Stone of NASA JSC, and the speaker after the RTM segment, Bruce Pittman.  Doug said both speakers were so on topic that in reality they could have easily been part of the RTM segment.  Doug discussed lunar lander options, powering rovers on the lunar surface, especially after taking a call from Jon in New Jersey.  He went into some detail on the presentations within the RTM segment.  BJohn in Sweden asked several quality questions via email so pay attention to them when I read them on air.  Space policy and politics came u as Doug was concerned that a NASA RTM effort might be part of a larger international effort, not a public private partnership effort and it would result in footprints on the Moon all over again without sustainability.  Near the end of the program, he discussed this with Dr. Lurio who called in to raise issues around Doug’s comments & concern.  Doug also reported on the rest of SAS including the Virgin Galactic talk/update.  Again, I apologize for the streaming and phone line issues early in this show.

During the first segment of our two hour webinar, both John and Rick made five minute opening statements followed by a 2.5 minute rebuttal of the position statement by the other guest.  Rick Boozer does not support SLS and John Hunt does support it.  John went first, putting forth a good summary of why he supports SLS, the benefits it provides, and the importance of the project.  Rick’s opening statement outlined why he opposes the SLS rocket, calling it an “existential threat.”  He also said SLS was a “rocket to nowhere.”  The opening statements provided the basic positions for both guests as they debated all aspects of SLS so do carefully listen to their respective position comments.  We took both calls and emails from listeners.  Evon emailed in wanting to know what the money saved from SLS would best be spent on.  John pointed out that there was no assurance that any savings would even be spent on space let alone his priorities.  While Rick agreed, he did list several projects he felt far more deserving of funding, including using the funds to speed up the commercial crew program since it has never been funded to the level requested by the President.  Rick took the opportunity to bring up cost plus contracting and why it was not suitable for a more mature manufacturing project, instead being best suited for R&D projects.  He said that was a driver in the high cost of SLS.  In contrast, John cited his aviation experience with the A12 and P7 aircraft using fixed price contracts, cancellations, and more.  Dr. Doug sent in a note asking about the fundamental need for a heavy lift rocket.  Our guests had a different take on Doug’s question so listen to how they answered it.  Rick pointed out the advantages of the SpaceX Falcon Heavy as compared to the initial SLS version.  In fact, comparisons to Falcon Heavy plus future SpaceX plans and public remarks made by Elon Musk were cited frequently by Rick throughout the program.  John, while applauding the SpaceX accomplishments so far, strongly suggested that we see what the performance actually is on the SpaceX  rockets yet to be tested & flown.  John said we should not be in a hurry to cancel SLS in favor of unproven and as of yet nonexistent technology.  Tim from Huntsville called during this segment to inquire about SLS in light of Falcon 9 success, reusability success and more.  John suggested that reusability would be an important step forward but wanted to wait to see what it looked like when & if it becomes operationally successful.

In the second half of our webinar, Dr. Doug called & inquired about both the Falcon 9 and Falcon Heavy as compared to SLS.  Rick referenced an Elon Musk MIT video talk, www.teslamotors.com/forum/forums/elon-musk-mit-interview-video-24-oct-2014.  Rick referenced this talk several times during this segment.  Rick also said SLS would not be going anywhere as there was no budget for its completion.  He cited the references to back up his claims.  Doug also inquired about public/private partnerships, ULA working with Blue Origin, and ULA with Masten.  Andrew sent in an email asking each guest to outline a viable sequence of launch vehicle development and payloads using what hardware.  John took the opportunity to reply to Rick’s budget comments and said there was no way to know what a future congress and administration would do and he listed the rational for keeping SLS going given our state of uncertainty with many space and international issues.  Jerry called from Florida to inquire about the SpaceX super heavy rocket with methane engines as well as the possibility of using a Dragon as a lander.  Adrian emailed a question to our guests wondering if the Chinese lunar program would create a space race or urgency here in the U.S.  Rick then talked about the likelihood of SpaceX getting to deep space before NASA & this would be an embarrassment for NASA and the SLS/Orion gang.  John did agree that if that happened, it would be an embarrassment for NASA.  Kirk emailed in asking Rick about his opening statement when he said SLS would cause the US to rely on Russian in ways other than eating into the commercial budget. He wanted Rick to tell us the other ways such Russian reliance might unfold.  Listen to how Rick responded to Kirk’s question.  Each of our guests provided us with an excellent five minute closing statement.  Rick said the situation was very serious and had the potential to adversely impact the prominence and leadership of the U.S.  Don’t miss his concluding comments.  John reminded us that SLS was the program of record approved on a bipartisan basis, that it was important to have heavy lift capability, and that it preserved skills, work force talent, and needed capabilities for the nation for times when space would be better appreciated & valued.  He said the problems with SLS were all solvable & would be solved as the project moved forward.  Rick quickly got in a question on what capabilities were needed and being preserved!

We welcomed back Doug Messier, Managing Editor of ParabolicArc.com for this 1 hour 43 minute discussion.  During our first segment, Doug talked about the proposed Google space program involving up to 1,600 satellites for global communication and wifi.  Doug shared with us as much information as was currently known regarding this program, plus he talked about the Loon Project and explained why he referred to the multiple satellite program as “Son of Teledesic.”  While no launch vehicle has been identified Doug and listeners did talk about the possible impact launch services needed for such a large program.  Doug also reported on Masten Space Systems. He also talked about Masten in the second segment.  Many listeners sent in emails about the proposed Google program, some expressing skepticism, some wanting more information.  Doug then turned his attention to Virgin Galactic and he talked about their powered test flights, engine issues, possible hybrid replacement engines, and more.  We talked about the signed up Virgin passengers and PR efforts to keep them informed of Virgin’s progress.  Doug also briefed us on XCOR and the Google Lunar XPrize contest.  A listener emailed in about the decline of the California aerospace industry and state regulatory issues.  Doug had much to say about this.  Before the break, a listener asked for an update on Stratolaunch.

In the second segment, Doug talked about the management changes at Virgin given three executives have left in recent times.  In addition, he said some of the lower level employees were sending out resumes.  In response to a question, he updated us on Virgin’s Launcher One.  We talked about Dream Chaser test flights, the name change at Dryden, & the NASA Ames name.  Near the end he gave us a brief report on Garvey Space, then Dr. Lurio called in and they discussed at length the Virgin hybrid engine issues, vehicle modifications, & the possibilities for a replacement engine.  Doug commented that they may not make it to 100KM!  As the program was ending, Doug said it would be an interesting year, that he thought there would be crewed vehicle flights later this year, and then he shared his thoughts regarding possible commercial crew downsizing. During this segment, I asked Doug to comment on his most exciting and frustrating stories of last year.
