We welcomed back space attorney Michael Listner to discuss the importance of the U.S. National Space Policy, both nationally and internationally.  Please refer to the document Michael prepared for this show which you can find on The Space Show blog, “NATIONAL SPACE POLICY A PRÉCIS OF FUNDAMENTALS & PURPOSE.”  Michael’s document is essential to understanding the significance of our national space policy, both on the home front and internationally so don’t skip over it.  We used it extensively during our discussion as Michael used the exact policy language in his document to make his points.  During the first segment of our 2 hour 2 minute show, Michael explained the origins of this show given my challenge to him from a few weeks ago to tell us why national space policies are important given that many of us, myself included,  just view them as political rhetoric or something like that.  Michael did a fantastic job of connecting the dots from back in the beginning with President Eisenhower through to President Obama, showing us the evolution of commercial/private space and much more.  He also connected the dots on why our national space policy is significant on the global scene. Here, he used the definition of space as an example. After you listen to this program and read Michael’s paper, you will have a very clear understanding of the emergence of the commercial space industry as it is today, including government subsidies, plus many other parts of our space program, including the national security space program.  During this segment, we went through the presidents starting with Eisenhower to see how each new presidential national space policy helped to create the legal and policy structure of today’s space industry, public and private.  Michael explained policy from both the global view and the geo political view, again connecting the dots for us to what is happening in the space industry today.  He was very clear in showing how the birth & development of SpaceX for example,  was due in part because of our space policy and the laws congress enacted to support the goals of our national space policy which included private space and later on, even government subsidies.

In the second segment, we started taking more listener questions.  Carl asked who actually creates the Presidential National Space Policy.  Barbara asked if space property rights could be established through our space policy.  This prompted another excellent discussion by Michael on the subject.  June asked about our space policy enabling tourism and even visits or settlements on the Moon or Mars.  Another question came in regarding the US having no jurisdiction over private companies but Michael referred everyone to the Outer Space Treaty, Article 6 as this gives jurisdiction to the states (government).  Michael then had a few words to say about the significance of treaty law.  Michael was asked if the president could be lobbied regarding specifics of a national space policy.  Our guest received several emails thanking him for this program, saying it was extremely helpful and valuable.  Toward the end, he was asked about other countries having a national space policy.  Check out page 24 of his document as he has a chart showing the countries having or planning to create a space policy.  Near the end, a listener asked him if the space policy could be used to help establish a new business or industry.  Michael said yes, then provided us with an example relating to space debris.  Don’t miss this discussion! As the show was ending, Michael gave a shout out to the George C. We welcomed Dr. Bruce Cordell to the show for updates with his trend & Maslow Windows analysis suggesting a strong possibility for a boom ahead with a large space project.  During the first segment of our 1 hour 47 minute program, Dr. Cordell summarized his Maslow Windows theory over the economic history of the US showing how specific economic cycles lead to large, cutting edge projects approximately twice in a century.  He cited several examples but talked about the Panama Canal and our earlier space program culminating with Apollo and our lunar missions.  He said these projects are typically large exploration type projects, macro economic, and coming when there is a boom and the public is ebullient.  He said there are three precursors to the big project.  The three are economic, geopolitical, and space related.  Regarding the space precursor, he talked about the recent Chinese lunar rover mission and Chinese lunar orbiter and return mission.  He also said movies start tracking this too and he mentioned Gravity and Interstellar.  I suggested that many do not want a large government space project, instead opting for private projects and missions within LEO and even to Mars.  Dr. Cordell said it did not have to be a public venture and that it could also be a public/private partnership.  As a result of other questions, he said the next big space project might very well be a return to the Moon.  John from Ft. Worth called to talk about leadership issues, risk, and the lack of the 60’s spirit.  Bruce talked about the impact of the Sputnik moment.  John and Bruce continued their interesting conversation for the balance of the segment.

In the second segment, Bruce answered John’s question from before the break as to what may happen if China is the leader and commands the ebullience, not the U.S.  We also addressed BJohn’s question regarding China using older technology based on the Soviet space program while the US is cutting edge and would that not make a difference.  Don’t miss what Bruce had to say.  In the remaining minutes of the program, Bruce talked about his human spaceflight graduate class he teaches at USC in their Dept. of Astronautical Engineering.  The class will be taught again in the fall of 2015 and is available to qualified students as an online option.  As we were ending the show, I asked Dr. Cordell about timelines which he has connected to our 2016 presidential election.  He also said a major Apollo type project would need leadership from the US president.  I asked about a private sector leader and he had much to say about this possibility.  He mentioned that the economy over the next two years would be critical as we are not yet in a boom period.  He was unable to identify the political leader that would make this happen and said often during our discussion that JFK was not elected as a result of his space policy meaning that an interest in doing something great in space  might develop with a president after he/she is in office.

We welcomed Marc Fusco to the program to discuss his masters thesis analysis of space history and presidential politics with JFK and Presidents Johnson and Nixon.  His analysis for his masters thesis earned him his MS degree at UND Space Studies.  In the name of full disclosure, Marc was one of my students and I served on his thesis advisory committee.  You can email Marc to get a .pdf of his thesis, “Presidents, Politics, And Policy: How The Apollo And Shuttle Decisions Shaped NASA.”  Please use stentor@mindspring.com.  During the first part of our 1 hour 50 minute discussion, Marc talked about the early years of our space program, President Kennedy, the Cold War, NASA Administrator James Webb, risk taking, the failed Bay of Pigs invasion, and the Soviet’s space program.  We moved around a bit in history, also talking about LBJ and President Nixon, but the first half of our discussion centered on President Kennedy and the Moon program, as well as the early days of NASA.  Listeners asked Marc about different historical perspectives about Apollo and he talked about the period, letting us know the perspectives from the best known of the space and policy historians.  Marc also started comparing the policy and the appreciation of space by JFK, Johnson, and Nixon. We also talked about the early days of the Space Shuttle program and OMB compromises in its design, plus the early expectation of up to 50 flights per year.

In our second segment, we talked about the waning public support for the Moon program, JFK and Nixon dynamics, and the fact that nobody wanted to be the one to pull the plug on the Moon program or human spaceflight though the costs were hard to absorb as there was competitive economic pressure from other priorities in the nation and government.  Marc spoke about the impact of both Vietnam and The Great Society on the space program in this segment.  Marc had much to say about Nixon’s main advisors and space as well as the NASA Administrators of the time.  He talked about the famous Earthrise photo taken on Apollo 8 and the start of the ecology movement which became the environmental movement. This picture also helped frame the new way of selling the space program which was to go to space to make a difference and improve things here on Earth.  The Space Shuttle program was a significant part of our second segment. Mr. Fusco led a very interesting discussion on The Space Show today.  His thesis is excellent and I suggest you contact him for a .pdf copy of it.

We welcomed back Dr. Bruce Cordell to discuss the ten major space trends for 2013 and the Maslow Window forecast for a coming period of ebullience, economic boom, and large space projects.  For more information, visit his website, www.21stcenturywaves.com.  His article titled “10 Space Trends for 2013 – Featuring the Approach of the New International Space Age can be found at http://21stcenturywaves.com/2013/02/13/state-of-the-wave-10-space-trends-for-2013-featuring-the-approach-of-the-new-international-space-age.  During the first half of our two hour discussion, Dr. Cordell took us through the history of his development of fractal Maslow Window forecasts, plus the historical data used to predict a Maslow Window.  After his introduction, we then talked about Mars and the excitement surrounding Mars with the Curiosity rover and the newly announced Inspiration Mars HSF mission Mars flyby per Dennis Tito.  Dr. Cordell spent considerable time connecting the dots for us to the importance of the Inspiration Mars mission & the coming predicted boom and period of ebullience.  Michael Listener called in to suggest the possibility of the government not providing a launch license for the Inspiration Mars launch.  This sparked an intense discussion regarding the likelihood of the government blocking such a mission.

In our second segment, Dr. Cordell talked about the space relationship to the war threats made North Korea and Iran.  Here, he connected the dots to the U.S. B2 Korean flyover and the Iranian and N. Korea threats to precursors that show up before the boom and period of ebullience.  He cited the Cuban Missile Crisis as an example prior to Apollo.  Again citing the precursors, he suggested that the “bumpy road” most always led to the boom period.  Several email listener questions came in regarding the U.S. & global economic condition & how it impacted his forecast.  Here, he referenced panics before each boom.  Bruce suggested we would be entering the period of ebullience around 2014 or 2015 but he also cited some reasons why the period could possibly be delayed, thus appearing much later.  But he definitely cited periods of financial panic as precursors to the boom periods.  He also talked about geopolitical events & their influence, including the role of conflicts.  Near the end of our program, he talked about the importance of the 2014 elections & our then had more to say about the Tito Mars flyby mission.

We welcomed Frank White back to the program to discuss The Overview Effect twenty-five years after he identified it in his famous book by that name.  Frank both described and explained what is meant by the Overview Effect, he talked about the astronauts he interviewed, their own work, and the new updated version he is working on for the AIAA.  He also told us about the Overview Institute (www.overviewinstitute.org).  In this first segment, the listeners asked him questions about long duration spaceflight and being unable to see Earth as the astronauts move further away from our planet, they asked about gender differences with the Overview Effect, and the difficulty that seems to exist for many people in taking their experience from space and communicating it to others.  Frank told us about the upcoming film produced by a UK group, “Overview” and that it might be streamed live from Harvard at its premiere on Dec. 7th.  Frank will provide The Space Show details about this and I will be sure to announce the details on future Space Show programs.

In our second segment, Frank told us about his work regarding educational outreach with the Overview Effect with a UK group, Space Synapse (www.spacesynapse.com). We talked about possible use of the overview concept by NASA and national space agencies as well as in private/commercial space activities.  Frank then told us about his Kindle book on Amazon, “The New Camelot.”  You can find it at www.amazon.com/The-New-Camelot-Volume-ebook/dp/B008WQ22RI/ref=onegiantlea20.  Please remember if you purchase the book with this URL, Amazon makes a contribution to The Space Show/OGLF.  Frank explained how he came to write this particular book and the significance of Camelot with President Kennedy and our Moon program.  In this book, Mr. White puts forth a new interpretation of the Apollo Moon program by comparing our early astronauts to the Knights of King Arthur’s Round Table.  Frank suggests that the Overview Effect might just be the “holy grail” of our lifetime.  We talked about the possibility of the Camelot analogy spilling over to both LBJ and Nixon.  Near the end of the program, Tim called to give us a thumbs down on international cooperation in space missions, particularly if they are designed mainly for diplomacy.  The three of us had an interesting discussion about international cooperation in space.  Toward the end, we talked about looking forward to the private sector as the main driver for HSF and going out into space.

We welcomed back Dr. Bruce Cordell to discuss new information pertaining to fractal Maslow Windows, a possible coming economic and space exploration boom.  In our first segment of this 2 hour 15 minute program, Dr. Cordell provided us with an overview of his Maslow Windows research and conclusions.  As Dr. Cordell has been a guest on The Space Show several times, this particular overview is short so if you want more information on the history behind Maslow Windows and his research, please listen to the earlier discussions with our guest and visit his website, www.21stcenturywaves.com. After his overview, Dr. Cordell talked about earlier economic panics, comparing them to today, plus two other influencing factors, war/conflict, and a political realignment seeking prosperity.  During our discussion, Dr. Cordell makes the case that history is repeating itself and given current events including recent events in the Middle East, with our economy, and globally, it is very likely that around 2014-2015 we will be entering another Maslow Window opportunity for prosperity and a great exploration which he believes will be something to do with space exploration.  Several listeners called the program to ask him questions about his theory.  Some of the questions dealt with our present manufacturing & industrial capabilities as compared to the 60’s, global as well as domestic economic conditions & pressures, and human spaceflight risk assessment.
        In our longer second segment, Doug was the first caller with questions about planetary missions around water, mission economics, and how this factored into the analysis Dr. Cordell was sharing with us. Bruce made a point of being specific that it was the history that was helping to predict the future, citing the numerous historical periods similar to the one we are in now and the great projects that followed including Apollo and the Panama Canal as examples. In this segment, he discusses many other relevant historical periods and examples as well.  I asked him how he knew that the great project being predicted would be in space rather than in something else.  You will find his response interesting but Jerry emailed in the idea that the great project could be The Bering Straights rail freight tunnel.  This sparked a bit of a discussion during the balance of the program.  Later in this segment, Bruce said he had looked at more than 200 years of our history.  He also suggested that if we miss the current Maslow Window coming up, history points to the next one happening around 2070.  During both segments, Dr. Cordell was asked about factors in our coming presidential election making a difference including education, culture, the media, and ultimately who gets elected.  We discussed Maslow Windows from the perspective of their helping to make a great leader rather than a great leader bringing about the window. Near the end of the program, Terry asked about our $16 trillion deficit. Don’t miss what Bruce had to say about this.  He also addressed cultural and media issues.
