We welcomed Victoria Samson, Beau Backus and David Hartshorn to this Secure World Foundation-Space Show webinar to address radio frequency interference issues facing the satellite user and operators, plus much more.  In addition, both Beau and David have reference material relevant to our webinar and the issues we discussed uploaded on The Space Show blog for this program date.  Make sure you see these uploads and make use of the information in the documents: (https://thespaceshow.wordpress.com/2015/12/17/swf-space-show-webinar-friday-12-18-15). In the first 60 minute segment, each of our guests provided us with a short introductory statement regarding radio frequency (RF) issues plus their background & experience in the RF industry and policy fields.  This was followed by Ms. Samson offering us a comprehensive assessment of RFI issues as of the close of 2015 given the increasing democratization of access to space.  Do not miss her analysis as to why the RF spectrum is a critical component of space activities.  Our guests talked about the traditional players in this industry, then they explained how the “player” filed has been expanding as space access expands.  We also talked about intentional and unintentional interference with our guests providing us with a good working definition for each interference category.  Several examples of intentional and unintentional interference were given.  One of the biggest intentional (jamming) interference events was rooted in the Arab Spring movement.  This came up several times during our webinar. We also learned that the overwhelming percentage of interference events were unintentional by at least 90% of all interference events.  We talked about what causes an unintentional event, the need for better equipment and training, plus both the U.S. and international regulatory environment for spectrum regulation, enforcement and consequence for violations.  Examples were provided including the recent Bolivia World Cup television event.  As for intentional interference, we talked about & defined jamming. We talked about possible solutions though nation’s pursue their interests and as was evidenced in the Arab Spring movement, it was in the interest of some countries to jam radio signals from reaching desired groups of people and markets.  Our guests talked about the difficulty in jamming enforcement given all nations do it through their military institutions and warfare when in their interest.  Near the end of the first segment, our guests introduced us to the World Radiocommunication Conference 2015 (WRC) which was recently held in Geneva (see www.itu.int/en/ITU-R/conferences/wrc/2015/Pages/default.aspx) and the issues brought about by the wireless industry accessing C-band frequencies from 3.4-4.2 GHz as there can be wireless interference with satellite communications.  Our guests explained the wireless and satellite industry positions in this issue.  For the balance of the first segment, our guests talked about wireless industry issues, the challenges brought about by these issues, plus frequency allocations as a way to possibly mitigate some of the challenges and to protect important satellite band communications from potential wireless interference.

 

In the second segment, our guests explained more about C-band and why its in demand and its advantages.  We talked about end user groups and their needs along with those of the satellite operators. The issues surrounding trade offs for different uses of spectrum were discussed in a way that clearly identified issues needing resolution.  In this part of our webinar, we talked about how spectrum issues had changed and evolved over time, especially with the wireless industry’s better use of C-band.  Our guests were asked about the physical imitations of various parts of spectrum. In response to these questions, our guests talked about atmospheric issues, weather, and more, plus what part of spectrum was most impacted by a specific type of event or condition.  Victoria brought up the issue of UAVs (drones) and our guests received a question about cubesat communications and FCC regulations.  We also discussed high altitude communications platforms which contain several communication advantages such systems. .  Don’t miss the discussion on all of these issues.  Our guests received a question about additional bands in the spectrum and in response, they told us how more and more of the higher bands were starting to be used by industry players. Toward the end of our program, we focused on solutions.  Our three guests told us how the industry & the regulatory bodies were responding to the challenges, especially with a focus on better training given that operator errors have been proven to be a major source of unintentional interference.  Focusing on better equipment was also mentioned, both on the transmission and receiving end as equipment problems cause another large part of the unintentional interference issues.  They also discussed developments and changes in the wireless industry to resolve significant interference issues when wireless uses some of the same satellite bands or frequency bands very near the satellite bands. All three of our guests offered meaningful closing comments you will definitely want to hear.

We welcomed Henry Kenyon to the show to discuss the subject of hybrid airships.  Mr. Kenyon wrote an article on this subject in the October issue of Aerospace America, a publication of AIAA. His article is titled “New life for an old hybrid (www.aerospaceamerica.org/Documents/Aerospace%20America%20PDFs%202015/October2015/AA_Oct2015.pdf.  Scroll down until you come to the article of interest).  In the first segment of our 85 minute program, Mr. Kenyon talked about modern airships, some of the differences from older style airships, plus he talked about different kinds of airships such as blimps, tethered vehicles, Dirigibles, Zeppelins and the hybrids, noting their differences from one to another.  Mr. Kenyon then talked about the Lockheed experimental P-791 airship which is discussed at length in his article.  He also has some very good pictures of the P-791 in the article.  He talked about its hover ability, how it works, size, speed and cargo capability.  We also learned that if fully loaded, it actually has to make a short take-off run to get off the ground.  Mr. Kenyon noted the military uses for a modern airship, then we talked about commercial uses but as you will hear, the commercial side of the project seems to still be emerging.  Henry was asked about UAVs as a competitor to airships.  We also talked about the recent Raytheon tethered vehicle that broke away from the tether due to high winds.  Our guest noted that the hybrid airship such as the experimental P-791 did not use a tether or mooring tower.  A listener asked our guest about cybersecurity given it was part of his bio that I read as I as I introduced today’s guest.  We had a short but very interesting discussion on cybersecurity issues which you will not want to miss.  Before the segment ended, we talked about the cargo capacity of the modern hybrid airship, comparing it to a large jet such as a C-130 or 747,  plus cargo transport times, cost overruns, and technical problems still needing to be resolved.

In the second segment, Henry told us the P-791 was on display at Palmdale, Ca.  I changed the subject and asked him based on his expertise and observations again from his bio, what type of programs were most likely to be cut or eliminated by congress.  You don’t want to miss his analysis on this subject.  Returning to airships, he was asked about the gas used for buoyancy.  This led to a listener questions about why helium over other gasses.  Our guest replied by talking about helium, hydrogen, and market concerns for helium as it is in limited supply since it is a naturally occurring element and not manmade.  Several listeners asked him about the commercial potential, include general delivery of Fed Exp or UPS type packages.  He explained the competition airships would face from existing low cost surface transportation options.  Before the show ended, listeners asked him about commercial business projects wanting to use airships for internet and communication platforms.  Adrian emailed in saying weather would destroy any real serious use of airships though our guest disagreed with Adrian.  Henry said with advanced weather radar and the speed of a modern airship, weather issues were not the same as with older airships that did not have radar or good weather forecasting services.  Henry said a modern airship could maneuver around a storm given their speeds and if they were grounded due to weather, much of aviation would probably be grounded as well.  Henry offered salient concluding comments you will want to hear.

We welcomed Jim Faist to the program for this 63 minute discussion.  We started our first and only segment by inquiring about military space and possible synergies with commercial space.  Mr. Faist cited communication satellites of all types including Direct TV, high bandwidth space communications platforms and infrastructure, plus the push to deep space.  Our guest talked about the new optical coms with much higher bandwidth.  I asked Jim about the time lags from R&D to military space operations to NASA and civil space, then to commercial space companies.  Jim estimated about 5-8 years to military space and about ten years to civil space.  An email listener asked about DoD launches being able to serve as drivers for NASA and commercial space to increase by increasing the launch rate to drive down launch costs.  We then talked about priorities for military space.  Here, we learned that DOD is very concerned with costs but the priority is the mission.   Costs are just one part of the mission priorities..  In general, DOD likes and wants competition and lower prices are important.  One of the points our guest made was that other space nations can spend more on R&D and new projects than we do as a percentage of their budgets since we have to maintain older technology & infrastructure while others that are newer to space don’t have the legacy issues to support & finance.  This brought up a question by Carl who wanted to know if satellite on orbit servicing was worth it or would it be better to go for the new hardware.  The DOD usage of cubesats came up and we compared cubesats to smallsats and finally to the use of UAVs.  You will find the comparisons interesting.  A listener asked about the SpaceX-Air Force lawsuit.  Here, Jim talked about the process for DOD requirements for confidence in launchers and at one point suggested it might be a ten year long process.  I also asked our guest about our building a new rocket motor to replace the RD-180.  Another question focused on the possible DOD use of SLS and heavy lift.  AF Space Command came up as did responsive space and a comparison of that to UAVs.  We talked about DOD public/private partnerships or joint partnerships with civil/commercial space.  Lunar outposts and cislunar space were mentioned as well as the concept of a Space Guard modeled after the Coast Guard. Near the end, I asked about suborbital space tourism/science missions.  Jim mentioned using sounding rockets to test & flight qualify space hardware.  He thought the suborbitals would be good for that.  TRLs came up again & we talked about the role of the Schafer Corp in military space plus their current need for people & their current hiring needs.  Cubesats came up again, especially concerning enough launches and what it might mean for cubesats if they carry propulsion with them as that makes it hard to fly as a secondary payload.  In response to launch issues, he said it was not enough to just focus on the cubesats, the launch side of the business must also be considered & addressed.
